That first screen capture you posted is your S4 in its Download Mode. Typically you can enter Download Mode by booting up your S4 while simultaneously holding down the Volume Down, the Home, and the Power buttons. It's also one of the modes your phone will boot up into if the installed Android operating system is corrupted and no longer functional. The second screen cap is your phone's Recovery Mode. Typically you can get into your phone's Recovery by booting it up while simultaneously holding down the Volume Up, the Home, and the Power buttons. Recovery Mode is specifically for lower level maintenance tasks.
Do you keep your phone in a case? If it's shifted out of position that might account for it booting up incorrectly, some of those buttons might be inadvertently be pushed down. Try removing your phone from the case and see if it will boot up OK that way. You might also want to remove the back cover, pull the battery, and leave it out for several minutes. Reassemble your phone and try booting up again.
But otherwise, if you can't boot up normally that's often an indicator the OS has been corrupted somehow. This usually requires you to flash a stock ROM. Flashing a ROM is essentially similar to using a Restore disc/media to re-install the operating system on a PC.
