Flash is not supported on Android since Jellybean was introduced. However, you can find some older Runtimes that work by clicking HERE. Navigate down to where it says 'Mobile operating systems' and click the link to the right. Choose your device from the drop down list on the next page to find the Runtime that is compatible with your device. Then return to the main page in the link above and download the compatible Runtime.

There are still a few browsers that support Flash. I use Boat Browser - Play Store.
