As Nate stated, Virgin has always sold the Victory with Jellybean. What you likely heard is that Sprint has announced in the last day that they are upgrading their Victory users to Jellybean.
A similar thing happened with the Evo V, when Virgin got the phone they shipped it with Ice Cream Sandwich and, a month or two later, Sprint upgraded the phone for their users.
