Help Samsung issues

My nephrews dad got him a samsung galaxy a few yrs ago.its been off since.he dont want the phone cause he cant get pass the setup where it asks for the buyers email address.he never gave us the info.we cant get it from him cause he passed away.i was trying to get it back right for my nephrew.is there a way to start over

This sounds like Factory Reset Protection. It is an anti-theft measure, so is of course designed to be hard to get past. I don't know a method myself.

And to be honest if I did know a way of doing it I'd have a major problem with posting it publicly, since that would also mean that any phone thief could read the same post and so would be able to unlock stolen phones.
