Whilst you can download maps offline with Google Maps, it won't use them for Navigation, only for directions (google maps old school) so a proper SatNav is your only choice I am afraid.
To the list of good but paid navigation apps without the need of a mobile data connection you'd add Navigon and Sygic
And you'd try the free NavFree navigation app which also doesn't need a mobile data connection.
Oh one thing to bear in mind though. You will need a connection (data or wireless) initially when you install the SatNav from the PlayStore - they almost all require you to download the initial map (CoPilot is almost a GB in size). But from that point on you won't be needing a data connection unless you use the SatNat to look for Points of Interest which aren't included ...
It's a shame the stock navigation doesn't do offline as I think it works great, especially turning satellite on in layers so you can view the landscape etc.
Navigation and route selection in Google Maps is done via their servers. You need to connect with their servers to get navigation.
I use NavFree when I need offline navigation. It does an adequate job. Just be sure to verify your destination with Google Maps first. I found the accuracy of NavFree to be questionable at times.
