Help Screen doesn't respond when on charge

I use my Moto G +4 tethered to the computer for internet, but when I try to use the screen to check texts etc it is very difficult to get it to work when it's tethered.
Is this normal?

Are you USB tethering? I don't know about that, but I do notice that in the morning, after the phone has been on the charger over night, the touch is very laggy. I can't just swipe away notifications. I have to touch and hold and then move them aside in a swipe motion, but not letting my finger off the screen.
