I often experienced issue with apk installation. namely, when I downloaded apk and tried to install onto my phone, the package installer is often not responsive.
and the culprit seems to be the Screen Filter app on my phone. when the Screen Filter is enabled, pkg installer can not install any apk apps. this is obviously a major bug in that app.
