Some apps which require password storage, such as vpn services, apps that restrict access to programs and documents etc. require that a "secure" lockscreen is enabled on the device and cause the none and "low security" options to be greyed out and unavailable. Its deliberate and not changeable as far as I know (unless you uninstall the app doing it)
