screen not dimming during Navigation

I have 'screen dimming' turned on in navigation settings but my screen won't dim at all between instructions. I'm using the verizon s3. I'm coming from incredible 2 and screen dimming worked perfectly on that. Anyone has this issue? I have auto-brightness turned on main display setting.
 
The dimming only occurs if there is a long time between turning instructions. I also notice that it does not dim if I have it plugged into my car charger.
