Thats a bug it happens not all the time but its very annoying and it can keep happening ecen when disabling it, i only saw this on CM13.1 v6.0.1 Marshmellow but not beyond that, try either reinstalling the OS or factory retting will fix the issue!
Are you using any sort of screen filter apps at all? As those can cause this error.

Yesterday i installed a app Install Button Unlocker from Google Play apparently it stops it.Looks like it's doing it's job.I don't think i really need to do factory settings.
