Help screen problem

Does anybody know how to fix this? It gets annoying when scrolling and playing various games that require swiping.

Did this start at some point, or has it always been like this? Knowing the cause is the first step to answering the question.

In the absence of any other information I would guess that a hardware repair is needed (either fixing a bad contact or replacing the digitiser). But without more information that's just an educated guess.
