SD Card Help Needed Note 4

I ran out of memory on my note 4 so inserted a 16gb SD Card and its only allowing me to save pictures and not allowing me to download anymore apps or update the software because it still says insufficient memory

Is there anything I should be doing in the settings to make the phone use the SD card for ALL memory not just the photos?

Apps always go on the phone's internal memory, never the extSDcard.

some apps tolerate a portion of their functions to be moved to the SDcard, BUT, they all stress that you are risking a loss of that app's data... and that app will NOT be backed up if it is "splintered".

I only use my extSDcard for pictures and extra data, such as Backups of apps, messages, contacts, etc...
and for me, with a Rooted phone, full Image Backups in case the phone ever takes a nose dive.
