SD Card remains empty

I bought a Samsung Galaxy s3 several weeks ago. Phone is great, I really like it.
I was looking at my settings today, and noticed that the 32gig SD Card I bought with the phone is still empty. Am I supposed to configure the phone to install programs directly to the SD Card or should it do so by default. If configuration, how do I do that?
 
Apps will not install to the ext SD Card. The ext SD Card is used for your music, movies and pictures. You can set the Camera to save pictures and videos taken to the ext SD Card.
