Apps SDK installation issues.

Hi everyone. I'm new here. Just signed up hoping someone here can help me out. I'm trying to root my Droid X. I just got this phone, and I've never done any hacking before. I wanted to use the wifi hotspot, only to find out I have to pay extra even though I'm already paying Verizon $30 for unlimited 3G. If I have unlimited, why should I have to pay again? Anyway, I found out through some googling that it's possible to do it, but the phone has to be rooted. I've found several youtube videos of guys walking you through the process. They all say I have to have SDK installed, and direct me to where I can download the zip file. I do this, and run sdk.exe as they direct me to do. However, I am unable to do anything else they direct me to do after that. I can't figure out why. Best I can come up with is that I get this error message when trying to install SDK. "Failed to fetch URL https://dl-ssl.google.com/android/repository/repository.xml, reason: HTTPS SSL error. You might want to force download through HTTP in the settings". I'm not a hacker or even a programmer. I have no idea what this means, or what to do from here. The one video said I needed to install new drivers, which were in the zip file I downloaded and extracted. I copied the location of the drivers as he said and put it in the bar for the location, but it says windows can not find the drivers.
