Apps SDK setup will not open

Hi,
I recently downloaded the SDK package for windows. I am trying to execute the "SDK setup.exe" but all I get is a shell that opens and immediately closes.
I am using windows7 premium.
Does anyone have any idea how to overcome this issue?

I'm bumping this because I'm having the exact same problem and I can't figure out how to solve it. I've read that I need to install Java 32 bit but that didnt work. I'm also running SDK on windows 7.
