Seeking APP: WiFi ON/OFF Randomizer

I have a fleet of Android devices and I would like to stagger their WiFi connectivity. Ideally, they would turn on at random intervals and then turn off again in 5 minutes or so. Their will be a known Wifi hotspot present so auto-connecting shouldn't be a problem. Start-up on boot is a requirement. Is there an app that accomplishes this?

Try Automate, you could easily program it to turn Wi-Fi on and off at random intervals, even Hotspot if you so wish.

You don't need to restart anything at boot. A flow, once started, will run indefinitely, even if the device reboots. Just enabled the "Run on system startup" option in settings.
