If the latter, it may be Accuweather. No clue on the first round one though. Another mystery is how Android is running on that iPhone ;)

If we can't figure it out, you can probably also email the developer to ask what widget it is :)
 
Based on some of the comments on that theme's Play Store listing, I *believe* that circular widget was created with Zooper. Zooper lets you configure some really impressive custom widgets:
