Selectively restrict net usage while roaming?

I'm a recent Android convert (HTC Hero, or whatever it is T-Mobile call it), and I roam abroad fairly often. I'm about to go to Japan where from previous experience data will be charged at about

If you simply disable Background data it should not use any data automatically unless you manually do so in the browser, Gmail app etc. To disable background data I beleive you go:

Settings -> Data Synchronization -> Un-tick background data

Also, Just to be safe you may want to disable your data until you want to use it. Download "APNdroid" free off the Android market. Now you simply tap it and it can disable or enable the internet as you wish. {Just enable it when you want to check your emails}.

In that menu I've only got the option to turn off data sync for Google apps - but I don't think those are the only ones that try to fetch data in the background.. I'm trying to avoid a situation where I have to remove a pile of widgets and uninstall half of my software "just in case" anytime I go abroad.

For example, NetCounter says I've used 2.45MB already today and that's the first time I've touched my phone since waking up. I suppose I could try to disable some obvious ones tomorrow night and check data usage in the morning...

(If there's no user-settable permissions system that seems like a bit of an oversight.. Even the terrifying Facebook has one of those.)
