(What happened when you attempted to send the text? Any error messages? Are you using the stock Messages application or something else? Was this a contact you've texted before on this phone? How strong is your cellular signal? Who is your carrier?)

I was on the phone with my girlfriend and I tried to send her a picture. I couldn't even type. I'm using Textra. Verizon is my carrier.
Is this an ongoing issue or was it a one-time thing?
Are you able to reproduce it with the stock Messages app? What about sending texts/pictures while not on a call?

When not on the phone I can send perfectly.

This is the first time I tried to send a text while on the phone.
Try going to Settings > Network & Internet > Mobile network and checking to see if the Advanced Calling option is enabled.
I believe that must be turned on in order to get simultaneous voice and data on Verizon's network.
