I just received my Samsung 3 from Verizon today and I want to send a picture text to my mom but it says service not activated on network. How can i activate it?
I sounds a bit like the phone is not properly provisioned thru Verizon. You can try going to Settings > Update Phone and Doing a Profile update. This will refresh your network profile on your phone. If the doesn't help you would need to call Verizon and get them involved to correct your issue.

Quite often the service provider will send a text message to the phone that can help configure it. As kwknott says though, you will usually need to call your service provider to set this up.
