Help Set low mobile limit

I have asked this in the J5 forum but I guess it is common to all Andriods

How do you set the mobile data limit in settings to less than 2GB; I want it set at 290MB?

Go settings scroll down to data usage.
Tap here.
Next screen tap on the carrier name at top.
Next to mobile data select the switch on.
Now below this see set mobile data limit.

Thank you for your reply but neither my Galaxy S5 Marshmellow or Galaxy J5 Lollipop have the same dialogs as you mention.
Both have Data Usage but neither show the carrier name on that screen. From the S5 press menu and press Mobile Networks and the network operator shows but you cannot set any limits there.
From the J5 menu does not show any network.
However I have now found that in both cases pressing on the graph Warning FIRST and setting that allows you to set the data limt. Why set the warning has to be set first before limit I cannot see a reason?
