Set up wi-fi with no computer?

My friend called me yesterday, he wants a tablet. He has no wireless router and no computer of his own, he does have a work issued one but they are locked down pretty well so that isn't an option.

Is there a way to set up a wireless router with no computer? He does have a Moto X so there is internet available, just not an actual computer. Can it be done?

Should be able to do it using a browser on the Moto X. Just like using a browser on a computer.

Usually you should be able to administer and configure a WiFi router with an Android device via WLAN. Only thing that might happen sometimes, is that admin via WLAN is disabled, and it must be done via wired Ethernet LAN. Which means you will need a computer, or have an Android device that has Ethernet, and a Moto X does not.
