how can I tell if SetCPU is doing its job? I have set to use minimal CPU power on screen off.

In developer options, I believe there's a way to view system use stats. There may be a better app out there for this though.

Yes in the dev options. But set CPU app has the area to tell you how long it stayed in state. Just chose info and time in state.
