Help setting phone to vibrate only?

I had set my phone to toggle between ring or vibrate. Today, it will only toggle between ring or silent. In settings, I have it set to Vibrate when ringing. It does vibrate when I have the sound on, but I can no longer set it to vibrate without it ringing!

What am I doing wrong??

Update: I figured it out -- I can now toggle between vibrate and ring -- but I don't remember how I got there except that I had to turn down the volume to vibrate only first, then I can toggle phone ringtone in Quick Settings.
 
If your talking about the screen that shows up when you first wake the phone, the top left ringer settings show the last two settings you used for your ringer. For example, if the last two settings were for ring then vibrate back to ring then those would show up there next time. If it was ring to silent back to ring then those would show next time.
 
Yes, I was talking about the little rocker switch that shows up in the top left corner of the lock screen. I had it set to ring/vibrate before, but suddenly it became ring/silent. I was missing calls because I didn't realize I had the phone set to silent.

My original question was how to get back to vibrate only. In settings, I did have it set to "Vibrate when ringing" but it would only vibrate when ringing, not when silent! I finally figured out that I had to set the volume all the way down in the volume settings first and it would become vibrate. Then I could toggle between vibrate only and ring and vibrate.
 
Well, the soft toggle (on the lock screen) again changed back to silent/ring instead of vibrate/ring. I KNOW I didn't change the settings to silent. I got the vibrate again by pressing the volume-down switch. I don't understand what's going on.
