"Settings" black panel

Currently, when we open Settings, it has white panel or background. Could it be made Black?

Still haven't been able to figure out if that can be changed. Another thing I don't like is the decision they made to have the notification letters in black...so using a dark wallpaper means you can't read the preview information on messages.

Same issue for me -- Gmail's notifications use both white and black type, and the black isn't visible on the dark background of the notification tray. I don't think there's any (easy) way to change that.
