Setup Galaxy J3 Luna Pro w/o Internet connection?

I just bought a Samsung Galaxy J3 Luna Pro Tracfone running Android 6/Marshmallow. I've been using Tracfone for years, mostly LG's (Android "Lollipop", who NAMES this junk..? ;-) , this is my 1st Samsung. Let's hope the battery doesn't explode (wasn't that Samsung?) Anyway, turning the thing on the 1st time, I can't get past "Terms and Conditions" without WIFI, which isn't available at the moment. Can't get into ANY settings, just keeps going back to "Terms and Conditions", then saying "Internet not available". Is there any way to get into setting WITHOUT getting online?

I was able to get on wifi. I forgot I had set the router up to only allow certain MAC addresses
