So a very close girl friend of mine told me her ex boyfriend had an app on his new driod that allowed him to view who she texted or called. Is this even true? What app is this? If so, is that not illegal by some way?
He would have to install the app on her phone in order to do that. She would then be able to just uninstall it. I don't think it's likely. Far more likely that he's just looking at her phone bill.

Welcome to the forum! Yes, a spying utility that was disguised as a tip calculator was discussed here a couple weeks ago. The version currently on the market doesn't seem to have the spyware. It had to be installed on the spyee's phone, limiting its usefulness. Rumors of Android spyware seem to be popping up all over as new security apps come to market, but there appears to be no widespread threat, at least at the present time.
