Should I go with the Evo v or the nexus7?

I'm starting school and wondering which I should get. Opinions?
I'll have no 4G and signal can be flaky (currently sitting at two bars). I have the Optimus v.

I'll vote for the Galaxy Nexus (in place of the Nexus 7). It doesn't matter how cheap the plan is if you can't get the service. Get a Galaxy Nexus, find out if T-Mobile or AT&T is better in your area, and then get the T-Mobile $30 plan or the Straight Talk (uses AT&T's network) $45 plan.

I get complete signal where I live. Fastest speeds available. Just never was able to get one of there phones.

Just be aware, everyone thinks that GSM is the way to go because changing carriers is as easy as swapping sim cards. First things first, you have to do some research and see what carriers have good coverage in your area. Compared to VM bot Straight Talk and T-MO's plans have problems. ST has been known to constantly send emails and threatening to drop you if you experience overages on their unlimited plan and T-MO's plans drop down to 2G, EDGE speeds after your data allotment besides only having 100 minutes so definitely do your research, like everything else in life you don't get something for nothing.

Not sure why you couldn't get a phone.

Primarily price. I don't have 350 to drop on a gnex. I have about 250 (maybe, still not sure of that). I'm just wondering if I should get a phone to retire my Optimus or get a n7 and not use my phone as much.

I suppose most of your choice depends on how you are going to use your phone/tablet. My guess is that the tablet isn't what you are wanting, since you will be limited unless you have a WiFi connection, not to mention it being more difficult to carry around. But only you can answer that question.

As for pre-paid through a GSM carrier, there are other phone options; the Nexus is just a great phone for the price. While you likely are going to end up somewhat carrier dependent (AT&T and T-Mobile use different frequencies for 3G service), you can bring practically any GSM phone to prepaid just by using a Prepaid SIM card. So you can see what phones the carries have available (though they can be expensive unsubsidized), but you have a lot more selection by not looking only at the phones marketed as prepaid. You could also try and find a used phone.

But again, it depends on what your needs are and how you will use a phone/tablet.

tl;dr Personal Preference, both are good, get what suits your needs best.

Coming from someone who owns both devices, I think you should make your decision based on your needs. Are you alright with the Optimus V right now? What would you want to get out of an N7 if you were to go that route? You said school is starting up soon, is that going to factor into your choice?

The Nexus 7 is fantastic for web browsing and media consumption. It is very fast and for $200-$250, no tablet compares to it. It is Wifi only though, so if you plan on using it at school or on-the-go, you might have some difficulties. It is blazing fast though, and Jelly Bean is absolutely awesome in terms of speed and fluidity. I can't get enough of the pure Google experience.

Coming from an Intercept and Triumph on VM, the Evo V is a HUGE upgrade. Everything is much smoother, and simple, everyday tasks can be performed very easily. I can't speak on the Optimus V, but the Triumph and Intercept both had many glaring issues that prevented them from performing simple tasks. For example, the Triumph GPS was garbage, and IF you got a location lock, it was often very inaccurate. The Evo has no big issues except the texting errors that I believe have to do with coverage, so if you have good coverage you should be fine. 4G is spotty and you said you have none, so don't expect to have it anywhere else either.

Overall, I think it really comes down to what fits your needs best. Both the Evo V and Nexus 7 are very nice devices. If your Optimus V is having problems performing tasks you use it for everyday, an upgrade to the Evo would be very usefeul and welcomed for you. If you are fine with what your phone is giving you, a tablet would also be a nice investment. Heck, if you want a little pure google and a phone upgrade in one package, the Galaxy Nexus also wouldn't be bad option like others mentioned above.
