This is an odd issue. When I try to create an alarm using Google voice, the alarm is completely silent.
I can successfully create an alarm manually and it goes off loud and clear, even when in silent/vibrate mode which I use at work. A colleague suggested that I could simplify the process by using Google voice and saying something like: " Set alarm for 10 minutes from now".
This method appears to work. Google voice confirms "Setting alarm". A notification appears. I can go into the clock settings and verify that everything associated with the related alarm is normal; melody, volume, etc. But when the designated time arrives the display comes on and the alarm screen appears but there is no sound and no vibration.
Has anyone else encountered this odd bug?

Are you running a custom ROM by any chance. Depending on the ROM creators interest and attention to detail some apps don't work as well or at all when using custom ROMs whereas they work fine with an official ROM from the manufacturer.
