Root SIM network unlock PIN

I'm trying to use a Android 2.2 Froyo rom on my ZTE Racer, but it suddenly askes me "SIM network unlock PIN".
I tried entering my SIM's pin code and PUK code, no ne of them worked.
What should I do?
