Help Since Recent OS9 Update Google Play Not Recognized

Since my recent update to OS9 I have noticed several apps that can't verify license #'s, or connect to the Google Play Store? Apps which have been upgraded and paid for can't verify, and now display the free versions. I've tried removing the app, and reinstalling, and nothing. Any ideas, or suggestions?
 
I've got a friend who recently encountered something similar and he was able to correct it thusly:

Eventually I used a web browser on a computer to visit https://play.google.com/apps. I selected one of the apps that I purchased and removed it from the Family Library. Then I re-added that app back to the Family Library. On my phone, I went back to the Play Store and all of the apps (paid and free) appeared in the "My Apps" section.

Maybe that will work for you?
 
Another thing I'm noticing, I can't upgrade free apps to paid apps as it says it can't connect. For instance I tried removing ads from another app by paying for it, and I get the error:

Error retrieving information from server. [DF-AA-20]
 
The two original errors I received when trying to restore purchase in a separate app:

Failed to query inventory

Failed to obtain the app id. Please make sure you have the latest version of Google Play.
 
I logged in in PC, but didn't know how to h insatl anything. I saw the apps and clicked install and it asked to choose a device to install to? No options to uninstall?
 
Look for any apps which have the house-shaped Family Library icon on them:

None show that, but do see Family Library in drop down at the top, which only tells me more about what that is.

I just tried clearing Google Play Services App Data & Cache, & the same for the app that is the initial concern here and nothing. Same error messages.
