Skype mobile using voice minutes?

I have Skype Mobile running on a Droid Incredible on Verizon's network. I'm trying to use the app as advertised to call a Skype user (logged in to Skype with a desktop client) via my 3G connection. However, when I tell the app to call this user (or any other), it seems to dial 404-941-8599 via the voice network. Does anyone know whether this call then counts against my voice minute allowance, and if there is a way to use the 3G connection instead? (Or ideally to use wifi, but a web search suggests that functionality is disabled in the current official Skype client.)

Any experience with alternate Skype clients, e.g. nimbuzz? Do they use the 3G and/or wifi connections?

AFAIK, you are using mobile minutes. Haven't tried any other apps, I stick to mainly chat/SMS alternatives.
 
It might be because that user has a skype number which makes his skype account a "telephone line"
