Actually, you can. Its called "customize_lockscreen_shortcuts"
If you do not have the option in lockscreen settings use your own method to modify the apk and change the boolean inside of lockscreensettings.apk to true.

I might be misunderstanding but I think he's referring to like the Google and quick memo thing when the screen is unlocked and sliding your finger from the bottom of the screen
