Slow and wifi not the best.

The Tab 4 7.0 was released in May of 2014 so as a model it's not new. Did you buy it new (as an inventory clean up) or is it 'new' as in you bought it used (but 'new' to you). If it is a refurbished unit that might indicate a Factory Reset wasn't done to it. In that instance you should back up any of your personal data, and do a Factory Reset to see if that makes any improvement.
You might also want to boot it into its Recovery Mode and wipe the system cache partition.
As for '...apps seem to need constant updating...' is it a matter where the same app or apps require updating each day, or is it just an issue where you see a message every day that one or more of your apps have been updated? If the former that does indicate there's a problem, if the latter that's just a typical occurrence as it's not like everything gets updated every so often all at once. App updates become available as each developer/company releases them so one day you might see several, and then for several days maybe just a few or none.
Do you have a lot of apps and games installed? I suggest you turn auto-update OFF, then run a manual update say once a week, then you can review any updates before applying them, see if there's any problems, users reporting crashes, bugs, undesirable advertising, removed features, increased or excessive permissions for what the app or game does, etc.

OK, that does paint a different picture. But the hardware specs for the Tab A are only mediocre so it's not too surprising that performance is around the same -- 1.5GBs of RAM with 8GB of internal storage, 1280x800 display:

As far as WiFi seeming sluggish, what kind of home WiFi network do you have? Using a browser on your Tab go to:

and give us the resulting Download speed (maybe something like 75Mbps) and Latency (maybe 50ms).

OK that explains why your WiFi is slow. A 3Mbps connection allows you to watch a streaming video (Netflix, Youtube, Hulu, etc.) at standard definition (no high def or 4K), but keep your other online activity to a minimum while you're watching, and this applies to if you're the only one online. If there are others living with you a 3Mbps connection is really stretched thin. As a very general benchmark a typical Comcast connection might be least 70Mbps down/20Mbps up. In your case with only 3Mbps down and 1Mbps up something like WiFi calling will be an issue -- your download speed is just barely adequate but your upload speed will create a lot of stuttering on the receiving end. And doing something like watching Netflix, perusing through Facebook, and carrying on a WiFi call all at once just can't happen over a 3Mbps connection.
The situation you've presented sounds roughly to be one where you have a lowest tier DSL plan (just an assumption going by that 3Mbps) and using a budget tablet to get online. You need to keep your expectations in accordance with those limitations. If that's all that's available to you than it's just something you need to live with, but if upgrading is possible you should give some serious thought into doing so.
