have a Samsung Illusion SCH-I110 that has a sluggish on/off button that you have to mess around with to get it to come on, would a factory reset fix the problum?

It sounds more like a hardware problem to me. It certainly won't hurt to try a FR however. You might ask in the Illusion area if another has the same problem. I see the area is not very active but you never know how many members check the area. http://androidforums.com/forums/samsung-illusion.1145/
