smaller incoming call alert

Just wonder whether there is an application (or simply by setting) that can keep having "smaller incoming call alert" as the attached image shows (it only happens when I am using an application/visiting a webpage from my current phone):

That's probably built-in to the launcher. Rooting your phone may be your only option
