SMS-es are taking 10-15 mins to get delivered

From last 1 month, my SMS-es are taking way more time than usual. I generally write 3-4 SMS-es together and it has never been a problem. Whenever I send a SMS, the app is stuck on the 'sending...' part for quite a long time. Sometimes the delivery fails and I have to tap and resend it.

I have contacted Vodafone Customer Care again and again but they also couldn't identify the root cause of this.

Here's what I have done from my end:

1. Put the SIM in a different smartphone and the delay in sending SMSes were still there.

2. Cleared phone cache as well as Android Message app cache multiple times but nothing worked.

3. Replaced the SIM from a Vodafone Store but even that didn't work.

4. Downloaded new SMS apps from the Play Store to ensure this is not a problem of Android's default Messaging app. The delay was still there on other SMS apps.

5. Visited Vodafone Stores twice and both the times their customer representatives checked my phone and witnessed the problem. They both agreed that a problem is there but they were unable to indentify the root cause.

6. I've deleted all my SMS-es to ensure lack of enough memory is not causing the delay. Even then the problem persisted.

7. In my previous phone (Moto E2) I had blocked around 20 odd promotional numbers mainly from shopping apps and Uber. Later, before leaving the phone I unblocked all those nunbers.

8. Also, I recharged my phone (Unlimited calls/data/SMS) on 29 May, this delay in sending SMS-es has started at around that date. But how can a recharge pack cause delay in delivering SMS-es?

9. Finally, my home/office network is quite good. But I experience this problem everywhere.

I've lost all hope and is thinking of changing my 12 years old phone number even when I don't want to. Is there anyone out there who can help me fix this issue? Please help me!
 
I've got to say that if changing phone has no effect, and replacing SIM has no effect, the most likely source of the problem is something in Vodafone's systems rather than your equipment or apps.

Starting at the same time as a top-up may just be a coincidence, but as that's a change to your account status (i.e. a change in Vodafone's information for your account) then if the problem is with Vodafone/your account it's just about imaginable there may be an obscure connection. Do you know what network(s) your recipients are on? If the problem occurs when sending to a particular network that might be relevant.
 
That sounds like your mobile service provider need to refresh your device service from their end.
