Someone Stole My Galaxy S8 And Can They Factory Reset It?

I lost my Galaxy S8 a while ago and my carrier won't block my IMIE for some reason. Can they factory reset my phone and still use it? I kinda know who they are and I sacked them in my dreams. I also looked all over the internet for Galaxy S8 used listings in my area and found nothing resembling my phone so they probably just kept it or sold it to some shady unground dealer or sold for parts.
 
Why on Earth won't your carrier blacklist the IMEI? That's utterly standard.

To answer the actual question, no. For the last 3 years all new Android handsets have a feature called "factory reset protection". If someone finds the phone and resets it they will be unable to use it without entering your Google login password. The only way would be to remove your account from it before resetting, to do which they'd need to be able to unlock the phone.
