These are different things:
The phone can be reset ie restored to out of the box condition using
Settings> backup and restore> factory data reset. (This may differ for some versions of Android) It will delete all your data so back it up if you need it. It will leave your phone locked to its carrier ie only that carriers sim cards will work in it

To unlock you normally need to get an unlock code from the carrier - sometimes free sometimes not
 
^That is good advice. However, I think the question may refer to a screen lock with a forgotten pattern/password. If that's the case, you will have to google for your model and "recovery" or "reset" and similar terms. You will probably have to hold the Volume Up button while you press the power button to get into recovery mode, where you can restore it to the way it came out of the factory, erasing ALL of your data and apps and settings.
