Sound notifications through webview app

On my android webview app, I need to send the notifications through the app to the phone so it either makes a noise and/or sets an icon on the top of the screen... Is this possible? If so, what needs to be added and where?

Would that be the same as a push notification feature?

No, that's just to play a sound. Push notifications are a completely different thing
