speak to text without wifi

have a htc x one how can i use speak to text without wi fi

The easiest answer is that you can't very well. However...there are some apps out there (like utter! or AVX) that do allow you to do quite a bit...but it all depends how much time and money you wanna spend and still possibly be disappointed. (Just in case you really are serious, AVX is actually a very well designed app, even disregarding the fact that it's designed for offline. However, you may need Android 4.2 for it to work, because before 4.2, google didn't include the offline text engine.)
