Help Speech-to-Text Only Works Once

I have an Unrooted, AT&T white Samsung Galaxy Note III (SM-N900A) with Jelly Bean 4.4.4
(take note that the following issue also occurred with my previous Note III and Note II AND with previous OS versions)

I often use the speech-to-text feature (microphone button on left side of texting keyboard) when sending text messages via MMS and WhatsApp. The feature only works once and then becomes unresponsive for twenty minutes before working again. On rare occasions, after pressing the microphone (to speak a second message, it will not respond and then ten minutes later activate on its own).
This wasn't always the case. A month ago it worked just fine and I could use the speech-to-text feature an unlimited number of times across several texting applications. Now, unless I wait it out or I reboot the device, it only works once. The issue occurs both on the AT&T network (data plan) and Wifi.

I have deleted all third-party messaging apps and reset the device with no success. I should mention, OK GOOGLE works fine during the "outage". I do NOT get any network errors and all other features of the phone work flawlessly. Bottom line, the microphone for speech-to-text only works once. Help?!?
