If for example you mean a fake caller ID then the answer is no, because there's no IP connection to your phone and the spoofing was done in the information given to the telephone service (i.e. the carrier may be able to tell, but your phone cannot).
If they're spoofing their IP address with a VPN, and as long as it's setup correctly, I would say very likely no, you can't determine their true IP address. I'm using a VPN now, and as far as anyone is concerned my current IP address is in Hong Kong, but I'm not.
