Sprint finally throttling 4G?

So starting last Wednesday my 4G speeds went to crap. I figured it was just a local tower problem here at work. On my way home I did a few more speed tests as I passed into different tower zones and exact same speed...15K/sec so I became concerned.

Back to work tonight and exact same thing:

Speedtests start off zooming up to about 700K/sec then very, very quickly throttle down to 15K/sec. Whats even stranger is I can boot my phone up and do a quick Speedtest I get 1100k/sec as it seems to take a second after I turn the phone on and it connects to 4G before the throttling starts.

Is anyone else experiencing this? Its so consistent at 15K/sec this can't be something random. 3G still works fine as far as speed.
 
If it keeps it up, could be a bad radio. They could be replacing some equipment, could normal internet. The last few months the internet has been going through alot of growing pains. Could be someone digging a hole, cut through the fiber. The phone will throttle itself. Between 4-6mbps. But it should not run that low. If it keeps it up, back it up, do a hardreset.
