You can turn mobile data off when you are not using it.
Many apps use background data activities that can add up to a surprising amount.
There are settings available to allow some user control of this, but this requires the user to know how, why and when each app wants to use data.
It is much easier to just turn mobile data on and off as it is needed.
The phone portion and sms will still work just fine with mobile data off.

Go into the wireless data settings in your phone or tablet. Look under usage, and you should be able to see what apps and/or services have used data, and how much

It doesn't look like spyware. More likely, your cleaning app tries to look more efficient than it is now
