I've never heard of it, but it's probably something added to the system by your manufacturer or carrier. The fact that the option is "disable" rather than "uninstall" indicates that it's part of the system software rather than something installed by the user.
A quick way to check would be to install another launcher, and then go back to your default settings and see if the new launcher appears as an option alongside the Home app.
