Static wallpaper without LP?

My wife wants to set a static wallpaper on all her screens (she's running sense) without having to use a different launcher (like LP). I understand there isn't an app out there to do this. Does anyone know of one?

I don't understand...if LP can tap into the static wallpaper programming, why can't another simple app do the same?

Multipicture Live Wallpaper will let you set wallpapers. You can choose the same or different pictures for each homescreen.

This works, sort of. When I swipe screens now the picture moves and resets. In other words, it's like I have different images on each screen that are the same image. Does that make sense?

Is it possible for the wallpaper to just stay, without moving, when I swipe?
