Stock Android Icons, where are they?

I'd like to create an icon pack for stock android, most icon packs only support 3rd party launchers and there must be a reason for it.

I know that when an application launches it's contained within it's own environment until necessary permissions. Are the icons .pngs and can I access them? Are they in a directory somewhere? Or does the Google Now Launcher not allow any customization?

Icon pack support requires the launcher to have the ability to use an alternative set of icons rather than the ones contained in the apps themselves, so is only possible if the launcher is written to include that feature. Like most OEM stock launchers (which is what Google Now launcher is - it's not part of the AOSP) the Google launcher does not support this feature.

Stock app icons are inside the apk of each app. It's been a few years since I modified these so I can't recall the format.
