Stock Browser - Round Pop Up Menu

I'm sure it's in here somewhere, but I can't find it - - what motion or screen swipe enables the blue and white rounded pop up menu on the stock browser? I stumbled upon it once by accident but now I cannot remember which screen touch caused it to appear. I did try Google but maybe I'm calling it by the wrong name.

You asking how to turn it on or how to use it?

To turn it on: settings, labs, quick control
To use it: drag a finger or thumb from any edge of the screen to get it to pop up, then move the finger over the desired action.

I've really gotten to like this because it's the fastest way to bring up the title bar and to close tabs.
