Help Stock phone and cable : Stuck at 98 % while charging.

I've had this phone for almost a year. It's bought from the Google Play Store and using T-Mobile in the US. It's stuck at 98% even after charging overnight.

Where do I begin with the troubleshooting?

I'm not sure that the battery meter is all that accurate.
When I look at the battery charge history, for example, the line drops (as expected) when I've been using the phone but, after I've turned it off, the line begins to rise slightly for a short while.
Perhaps the battery is 'recovering'?

Nexus 5 batteries seem to have a whole host of potential problems. Some phones experience them all, some none. I had an issue not to long back where the battery would charge, but only by about 1% every 15 minutes. I took the phone back to the retailer who told me they had no Nexus 5's in stock and wouldn't be getting any for a while. I ended up doing multiple factory resets and eventually one night it returned to normality. Something else you could do if you need support is call Google. They have US & UK lines dependent on where you are.
